The perimeter. The perimeter of the North and South tower footprints will only be lightly demarcated, almost a mere suggestion. The perimeter which is not defined by the architecture of the Libeskind structures will be completed by a line of 92 flag poles, 46 along each tower footprint, each pole flying the national flag of victims of the attacks.

This memorial will be a living, vital symbol of renewal -- of hope -- and the delicacy and continuity of life.
